Virya Koy Cambodia
Asst. Prof. Koy Virya is a pioneering leader in Cambodia’s healthcare and nursing sectors. Currently serving as the deputy director of the Department of Healthcare Services at the Ministry of Health, he also acts as Cambodia’s chief nursing officer and midwifery focal person for WHO-WPRO.
Key Leadership & Policy Contributions
Foundership: Co-founded the Cambodian Council of Nurses (serving as president from 2013 to 2013–2016), the Cambodian Midwives Council, and the Cambodian Association of Nurses.
National Frameworks: Led the development of Cambodia’s national nursing policy, scope of practice, standards of nursing practice, and codes of ethics for both nurses and midwives.
Crisis Management: Headed the creation of the Hospital Disaster Preparedness Plan (HDPP) and currently oversees infection prevention and control for COVID-19.
Academic & International Recognition
An accomplished researcher with over 20 published papers, Asst. Prof. Koy serves as an editorial board reviewer for several prestigious journals, including the Journal of Nursing Management. His global footprint includes:
Academic Roles: Adjunct Professor at the University of Pittsburgh and collaborator on projects with Arizona University, NYU, Johns Hopkins, and NUS.
Memberships: Alumnus of the Global Nursing Leadership Institute (2018) and a member of Sigma Theta Tau International and the Asia Pacific Emergency Disaster Nursing Network.
Nominations: Nominated to the ASEAN-US Collaboration for Infection Prevention and Control Task Force in 2023.
